FILIBUSTER
Ever heard the word?
Since the Republicans lost control of Congress in '06 (the Republicans controlled the House, Senate, and White House from 2000-2006), Senate Majority Leader Mitch McConnell (R-KY) has essentially filibustered 100% of the legislation that has been attempted in the Senate.
Historically, the filibuster was meant as a 'means of last resort', what some use to refer to as the 'nuclear option'. It was a Senate procedure that was only to be used when what the majority party was doing something that was so agregious, that the Senate Bill or Senate appointment was filibuster by the minority party. It was a form of protest by the minority party within the Senate.
What it entailed, was during the debate, literally tying up the debate by speaking non-stop. Entire sections of the bible have been read. One Senator started at "A" in the dictionary and began reading... line, after line, after line. But it was a rarely used Senate procedure,... until the last five years.
Since 2006, the Senate Republicans have invoked the filibuster so much, that the Senate has done away with the actual process. The minority now only needs to advise the Senate of it's *intent* to fillibuster a debate. Anyone remember the Star Trek episode "A Taste of Armageddon"? In many ways, that is what the Senate has become.
A filibuster can only be defeated by procedural vote, called cloture. It requires not a majority, but a super-majority of three-fifths vote, which then changes the rules of debate, allowing the Bill to [eventually] proceed to vote.
So, unless the Majority party holds a minimum of 60 seats (assuming no defections), cloture can be used to override the filibuster procedure.

If that were to happen, no doubt we'd get the glowing success we had from 2008-2010 when Democrats held the White House and both houses of Congress.
The electorate showed just how happy they were in the 2010 elections.
In the Senate, Republicans had the biggest gains for either party in any election since 1994, while holding onto every contested seat.
In the House, Democrats held 255 seats prior to the election, and 193 after the election.

I wonder how long it is going to take for these geniuses figure out the reserve exists for “a severe disruption in supply". The Strategic Petroleum Reserve was designed for energy emergencies, not political convenience.

What does 'politics' mean? 'Poly' is a combining form with the meaning of much or many. A 'tic' is a bloodsucking arachnid having a barbed proboscis for attachment to the skin - some are disease vectors. Yup, this fits most of the politician people I know who work in Washington D.C.

Given that the approval rating for the White House has been climbing (50% to 51% in the latest polls) and Congress continues to languish at little more than 1/3 that, the "change" they're mocking and the change they're hoping for, may not be the change they want.

Although it probably is good politics to link Keystone to our energy security in public's mind, we should not limit strategic reserve flexibility. That defeats its purpose. No longer strategic.
